Program of the Black Autonomy Prison Federation Drafted by Coordinating Committee, Black Autonomy Federation,  Memphis, TN. June 2013  Black Autonoms Federation is the activist arm of Power 1o the People, Inc. based in Memphis, TN, a non-profit tax exempt organization. Meeting during the June 2013 annual conference, we. created the organizational framework for the Black Autonomy Prison Federation, because of mass imprisonment of Black youth and mindiess violence in the Black community. We are taking responsibilty 10 deal with this, because of the failure or refusalof so many others. Many do not care, are traitors, o feel that we are justinferior people. Only Black people: prisoners and revolutionary community actvists, can resolve this problem, nobody can do i fo us, whether it is the government, police, church, or other institutions. Black prisoners, street gangsters, and fevolutionary community actvists must take care of their own communities and yout, so that his does not continue. Violence, which does not lead to freedom of our whole people can be. tolerated. No foolish taking of the lives of children, women, 3nd innocent Biack civilans can be.  a0y longer tolerated; we must unite and resolve our differences in 3 gang truce, and begin o  10 cevolutionary movem,  unity, and leave th tality for revolutionary mentalty of community ceconstruction. If we do this, we will change not just  ourselves, but the entire world for our children, families, and communities, and win the demands ofthe people for iberation, frecdom, and a decent qualiy of fe.  The proposed Black Autonomy Prison Federation (BAPF) i a Black prisoner revolutionary anti- authoritarian tendency, with true revolutionary commitment, a5 well as discpline for the struggle for the masses of our people. The number one goal and intent is to buik a solid base of prison revolutionary cadre, rasing their consciousness and developing cadre from a fatalstic and individualst “Gangsta” mentalityinto a revolutionary or "people’s soldier” with a guerrila mentality.  We have created the Black Autanomy Prison Federation to deal with mass imprisonment of Black youth, the continuing war on drugs and gang warfare in the Black community. We want to create a program of re-education for prisoners o transform gang activity to revolutionary activity, 50 that when BAPF members are released they willlean-up crimes, oppression, and terrorism against the peaple by the sate. If we are destroying each other, we cannot concentrate on freeing oursalves and our people. We want to mold a new man and woman, Who can change everything that exiss today. We will ot be slaves, or crawl on our knees. We willnot sell out and leave our people to die.
10  Ten point program of BAPF (June 2013 draft)  We want an end 10 prisons as 3 ool of confinement and oppression of the masses of Black people, and abolition of the prison system entirely.  We want an end to gang warfare in our communites to end all feuds, and stop any. foolish volence ot directed towards Black liberation, and we need a revolutionary gang. truce, which can begin to_rebuild our communities and build a Black Autonomy commune, and we want to make Black prisoners into revolutionary community organizers o address our own social problems with our own social programs.  We want an end to imperiaist wars of conquest, and the use of Blacks and other poor people a5 either mercenaries or cannon fodder. We will join no army other than the Black Patisan miltia for our own liberation.  We want full employment for our people outside in our communities, and to end targeted unemployment and poverty by the capitalists. We want the right of prisaners to create orjoinlabor unions and to be paid for allwork at outside union scale.  ‘We want the ight to decent medical care throughout the period of our confinement  We want full rights for female prisoners, including the right to privacy, right to prevention of rape by male guards, ights of pregnancy care, full medical care, visitation with children, right 1o educational and cultural actvities  We want an end to behavior modification and forced drugging by guards in prison, closure of SHU, Control Units, and other such faciltes  We want an end to the government-created drug trade in our communities, and an end 10 CIA drug smuggling and chemical warfare against the Black community.  We want unity with all prisoners,regardless of race, culture o ethnicity.  We want an end to the barbaric and racist death penalty i the USA, which has been disproportionately been used against poor Blacks and other peoples of color


Rules of Conduct and Standing Orders  {A)- BAPE members will study “Anarchism and the Black Revolution” a5 the major political education material, but also study of al propagand, books, and other materials coming from the Black Autonomy Federation, as well as hold politcal education clsses on politca theory, Black/African culture and hisory, etc. In addition, BAPF members are expected to engage in BAF declogy, physical training and martial arts skils. In fact, cadre of the BAPF must be seen a5 having the highest form of revolutionary discipline and soldarity behind the walls, and be ooked upon as the catalyst and "go to" cadre within America’s Gulags for other Black prisoners and youth. Within captivity and beyond to the streets, BAPF must unite both the prisoners, theic families and the larger Black community nto a radicl force to press for t least humane treatment. if not totalclosure of the worst prisons as warehouses.  (8)- BAPE will combat and end the violent rape of young Black pisoners in whatever prison it is organized in. This sckness is encouraged and tolerated by prison offcials to break the spirts of Voung Black prisoners, and spread violence and decadence. We will end it by any means necessary. Rather than tolerate rapes, we must campaign, along with our outside communities for the creation of more humane conjugal visit programs. No BAPF member can engage or tolerate vilent rape of youn prisaners, and rapists cannot join BAPF.  (€ We must educate other prisoners in basic reading and writing sils, and introduce them to the ideas and skils of Black Autonomy. Each member must recruit at least one other, and spread the ideas of BAF/BAPF by distributing ideas, having discussions, and other pursuits, but 70 one should be forced to join BAPY, it should be entiely voluntary.  (D). Being in BAPF, members must maintain a tight security culture, and engage in colletive discipline. They should not be using drugs or aicohol on duty, or engaging in vice. When organiting, they should start with  small trusted “Affinity Group” of no more than two or three trusted cadre, and build slowy from there. Sritches, troublemakers, and provocateurs should e denied entry into the group, and if they persist, should be dealt with harshly to maintain the collective unity and ntegrity of the group. Al activiies should be carried out with the highest efficiency, discipline, and preparedness. Again, we stress, that because BAPF cadre willbe fooked upon a5 the organization leaders, and soldiers once they hit the streets, they must have miltary discipine. S0, t s wise to develop this revolutionary discipline now. We are not gangsters, and even if the state labels us as criminals or gangsters, we will i above that slander. We are not “throw away trash’, and we will rebuild our sef-esteem, mental capacity and dignity. We have,in fact, been made victims of an unjust politca, social and economic svstem that drove us nto crimes of survival. Now we are standing up a5 new men and women’
6) Using the “inmate grapevine”. all our materials must be distributed collectively, shared and disseminated. Even though we are not advocating crime or vilence against prisoners, or even the guards, prison officials may try 1o divert or block all our materials at every turn just to stfle our eforts or because of racism. We willtake legal action in your name,if need be, and willake other actions to create a iterature nderground, i necessary. It s necessary, however, If you know you have not gotten your training material or the newsletter, that you advise us, of if You have been told by offcials that your BAF/BAPF materials have been deemed contraband. If we Know, we willadvise you. I you do not hear us within 30 days at east, you should contact us and make a report or to check on s That i an absolute rule, which cannot be ignored.  F) BAPF members must be united in whatever actions they take, each BAPF unit should have collectve secondary leadership and no depend on one group of leaders alone. When one is removed, another takes theirplace. Everyone should have a voice in decision-making, but once the decision s made, everyone must abide by it. “Shot-calling”,stealing from comrades, Iying. and other undemocratic behavior willnot be tolerated. We strive towards mutual respect, mutual aid, and unityin our movement. We won’t always agree, but we won’t g0 to war with each other either. I you have no discipline to work together, we suggest expeling the offending members, o even disbanding if it s that bad, and there is absolutely no love or discipline. between comrades, and disputes cannot be handled through discussion. Ifthis i the case, you must contact the outside BAF office in Memphis for final action without further delay.  (6)- Lastly, we must demand and want to recruit the type of BAPF cadre willng o give the highest and most comitted service for the people. This s about the people, not just the organizer. We are bullding together to change the world and transform it for the benefit of the Black/African poor, working and under-class people who suffer mightily, and from which you Yourselves come. Nobody has the insight and knowledge of our ituation better than Yourselves. BAPF i here now, but t i up to you to advance now within this period.
